April 30, 2013 Meeting of the
Coalition of Nassau Civic Associations
As a Recording Secretary has yet to be elected and notes were not
taken at the 1st
meeting of the Coalition of Nassau Civic
Associations (“CONCA”) on April 30, 2013, please accept this
document as an informal synopsis of what took place at this
meeting.
Phil Franco led the Pledge of Allegiance and the
Introductions. There were approximately 30 people from 19 civic
associations throughout Nassau County in attendance. Tables were
set up to allow civic leaders from neighboring civics to sit with and
talk to civic members within their District. In accordance with the
2012 NYS Assembly lines, we created 11 CONCA
Districts. Assembly Districts 9 and 14 were adjusted to allow for
the differential in populations in those districts.
Eighteen civic associations joined CONCA that night. Nine
Directors were elected by their neighboring civic
associations. Listed below are the elected individuals, the district
they will serve and the Member Civic in which they are associated:
9th District - Paul Franco Cedar Creek Oversight Assn
13th District - Bradley Schnur Woodbury Knolls Civic Assn
14th District - Claudia Borecky North and Central Merrick Civic
15th District - Patricia Kessler North Syosset Civic Association
16th District – Rich Bentley Council of Manhasset Civic Assn
17th District - Sandra D’Arcangelo Northside Civic Association
18th District - George Siberon Hempstead Hispanic Civic Assn
19th District - Joan Ortiz New Hyde Park Civic Assn
20th District - Richard Brennan Bay Park Civic Association
21st
District VACANT
22nd District VACANT
If anyone is interested in challenging a nominated Director for a
board position, please indicate by return email on or before May
17, 2013. Districts 21 and 22 remain vacant. If your civic is
located wholly or partially within those Assembly Districts, please
consider joining CONCA’s board or nominate someone to serve in
those vacant Assembly Districts. The hamlets and/or villages
within those districts are as follows:
21st - Brian F Curran - Valley Stream, Lynbrook,
Rockville Centre, South Hempstead, Baldwin, East
Rockaway, Malvern and North Lynbrook
22nd - Michaelle Solages – Valley Stream, Floral Park,
Bellerose Terrace, North Woodmere, Elmont, Stewart
Manor and Franklin Square
Rich Bentley led the meeting and after some discussion, Joan Ortiz
brought a motion to adopt the By-Laws as presented to the civics
in three earlier emails. Sandra D’Arcangelo seconded the
motion. The By-Laws were then unanimously adopted by the civic
associations who paid their $1 dues at the meeting. The By-Laws
Committee consisted of four people: Rich Bentley, Claudia
Borecky, Phil Franco and Gerry Ottavino. Special thanks to the
authors of these By-Laws for their hundreds of hours in crafting
the document, which will serve as our Constitution. We are again
attaching these By-Laws for your easy perusal.
We, as civic leaders in Nassau County, have certain common
interests. One of those issues that continue to be a concern for
many communities is the number of vacant storefronts and
blighted downtown communities. Many civics are seeking ways to
attract the right businesses for their communities that will bring in
revenue and grow their economy and tax base. CONCA invited
Eric Alexander to speak at our 1st
meeting. Mr. Alexander is
Executive Director of Vision Long Island, a long-time not-for-profit organization that promotes mixed-use development and
visionary development custom-fitted for each
community. CONCA may consider actively working with Vision
to improve the revenue base of our downtowns, build sustainable
mixed-use communities, while protecting the quality of life of our
suburban residential communities.

Legislator Dave Denenberg briefly spoke as an advocate for
sustainable mixed-use development for our downtown areas.
To be fair to those civics who were not able to attend the
meeting. I am again attaching the contact and nomination form. If
you are interested in sitting on the Board or would like to nominate
someone to represent your region on the Board, please fill out the
attached form and return it to us by May 17, 2013.
