Summary of 1st Meeting of the Coalition of Nassau Civic Associations
April 30, 2013

The first meeting of the Coalition of Nassau Civic Associations ("CONCA") was held at 7 p.m. on Tuesday April 30, 2013 at the Merrick Road Park Golf Course in Merrick, New York. Since officer elections have not yet been conducted, Richard Bentley served as an interim Convenor with Claudia Borecky serving in the role of Interim Recording Secretary. There were approximately 30 people from 19 civic associations throughout Nassau County in attendance. Tables were set up by each District allowing civic leaders from neighboring civics to dialogue.
1. Pledge of Allegiance and the Introductions were conducted by Phil Franco (Seaford Harbor Homeowners Association).
2. Educational Presentation:
Revitalizing our Downtowns. A known common issue of concern for many communities is the number of vacant storefronts and blighted downtown communities. Many civics are seeking ways to attract the right businesses for their communities that will bring in revenue and grow their economy and tax base. CONCA invited Eric Alexander, Executive Director of Vision Long Island, to speak on this issue. Vision Long Island is a long-time not-for-profit organization that has worked with many Long Island communities. The issue brought many questions and answers among members present on improving the downtown economies, developing sustainable mixed-use communities, while protecting the quality of life in our suburban residential communities. Legislator Dave Denenberg briefly spoke as an advocate for sustainable development for our downtown areas and the vital role that civic associations have in the process. 3. CONCA Business Meeting:
A. Adoption of By-Laws: Rich Bentley presented the proposed CONCA By-Laws that had been circulated in three earlier emails to prospective civic associations throughout the County. He summarized that by-law work began as a review of the prior Nassau County Coalition of Civic Associations ("NCCCA") By-Laws for revisions, but after months of work, participants concluded that the NCCCA By-Laws were so complex and restrictive, and filled with more caveats that inhibited any meaningful progress of that coalition. It required so many revisions, that in the end evolved into such a substantially different organization, leading to the formation of a new coalition.
The purpose of this new Coaltion is to "serve as a resource for its member civics; sharing information amongst its member civics and collaboratively addressing matters of common matters concern". Provisions for electronic communications and voting were employed recognizing that most civics rely on electronic communications to reduce the frequency of required physical meetings, given that members are likely to already have substantive personal time commitments to their families and local civic associations.
A lively discussion provided the opportunity for all members present to voice their opinions and concerns concluding with the following motion being made, seconded and unanimously adopted by the civic members in attendance who paid $1 dues at or prior to the meeting:
Motion: To adopt the Coalition of Nassau Civic Association By-Laws as presented.
Special thanks to the authors of these By-Laws for their hundreds of hours throughout the past eight months in crafting the By-Laws, which will serve as our Constitution, including (alphabetically) Rich Bentley, Claudia Borecky, Phil Franco and Gerry Ottavino. We are again attaching these By-Laws for your easy perusal.
B. Election of Initial Board of Directors: CONCA's 11 Districts match the 2012 NYS Assembly lines with adjustments to Districts 9 and 14 to balance Nassau County population differences. Eighteen civic associations joined CONCA that night, with others present and considering joining. Recognizing that initial District Directors were more the result of interested civic members that were able to attend this meeting, it was noted that within each district as new civic association members become identified and join, that each district has the ability to change its elected director in accordance with the By-Laws. Members present then engaged in discussion at each table to elect its director. As a result, Nine Directors were elected by their civic associations in attendance. Listed below are the elected individuals, the district they will serve and the Member Civic in which they are associated with:

13th District Bradley Schnur Woodbury Knolls Civic Association
14th District Claudia Borecky North and Central Merrick Civic Association
15th District Patricia Kessler North Syosset Civic Association
16th District Rich Bentley Council of Greater Manhasset Civic Association
17th District Sandra D'Arcangelo Northside Civic Association
18th District George Siberon Hempstead Hispanic Civic Association
19th District Joan Ortiz New Hyde Park Civic Association
20th District Richard Brennan Bay Park Civic Association
21st District VACANT - covers Lynbrook, Rockville Centre, South Hempstead, Baldwin, East Rockaway, Malvern, North Lynbrook, and part of Valley Stream
22nd District VACANT - covers Floral Park, Bellerose Terrace, North Woodmere, Elmont, Stewart Manor, Franklin Square, and part of Valley Stream
Adjournment: With no further business, a motion to adjourn was unanimously approved at 9:35pm
