CONCA Appointed to Nassau's new
Wastewater Treatment Plant Advisory Committee

The Coalition of Nassau Civic Associations ("CONCA") is proud to announce that it has been given a seat on Nassau County's Hurricane Sandy Wastewater Treatment Plant Advisory Committee. The 14-member committee will be charged with reviewing the plans and the progress of work at the County's wastewater treatment plants. County Executive Mangano has called for an investment of over $700 million in repairs, however all the Democrat Legislators in committee, except for Legislator Dave Denenberg, have withheld their support for full funding, seeking oversight and questioning the need to borrow all the money at once.
Funding for reparations for the Bay Park and Cedar Creek Sewage Treatment Plants will come before the full Legislature on Monday, August 5, 2013 at 1550 Franklin Avenue, Mineola, New York. Borrowing requires a supermajority vote from the Nassau County Legislature. It is expected that 90% of the funds expended in upgrading the county plants to withstand future storms will be reimbursed by the federal government. Notwithstanding federal reimbursement, it is CONCA's contentions that the plants need to be repaired as expeditiously as reasonably practicable.
CONCA will represent Nassau County civic associations on the newly appointed advisory committee to assure transparency and accountability in the allocation of funds and in light of the upcoming hurricane season, expediency of the proposed upgrades.
Three of the Advisory Committee members will be appointed by County Executive Mangano; one member by the Nassau County Legislature's Presiding Officer and one by its Minority Leader. The Committee will also include one member from each of the following organizations: Citizens Campaign for the Environment; Operation Splash; Sludge Stoppers; League of Conservation Voters; Point Lookout Civic Association; Vision Long Island; and the Coalition of Nassau Civic Associations (www.concali.org) Two representatives of the Nassau Suffolk Building Trade Council will also sit on the Committee.
The Hurricane Sandy Wastewater Treatment Plant Advisory Committee is to meet bi-monthly with the Commissioner of Public Works and the Office of Legislative Budget Review to evaluate the status/progress of the repair and rehabilitation of the wastewater treatment plants. They must address any issues that arise during the course of that work and, after each meeting, they are to submit a progress report to County Executive Mangano.
